THR’s fourth annual list shines a spotlight on the 50 most influential — and valuable — creative chiefs writing, producing and redefining television.

For better or worse, 2011 will go down as the Year of the Showrunner. It all began with Chuck Lorre becoming a household name for all the wrong reasons. Then there was Mad Men’s Matthew Weiner making waves during the showrunner’s painful, prolonged negotiations with the network he put on the map. The summer saw film auteur Frank Darabont make a stormy exit from his AMC smash hit The Walking Dead and then be replaced by The Shield veteran Glen Mazzara. But the news wasn’t all negative. Emmy night awarded comedy kings Steven Levitan and Christopher Lloyd more gold for Modern Family, and that Mad Men guy earned a redemptive trophy for his collection. Plus, the fall saw the return of such established veterans as Howard Gordon (Homeland), Michael Patrick King (2 Broke Girls) and Neal Baer (A Gifted Man), proving that reinvention is a showrunner’s most powerful tool. Here, THR profiles the men and women who make TV’s toughest gig look damn good.

METHODOLOGY: Selections for The Hollywood Reporter’s fourth annual list of the top showrunners are based on the following criteria:

1. Direct responsibility for the day-to-day creative output of a scripted TV show that has aired for at least one full season (unless he or she also had another show on the air).
2. How prolific the showrunner is: Those with more shows on the air were more likely to be included.
3. Nielsen ratings, especially relative to other shows on the same network.
4. Emmy attention and critical praise.
5. Professionalism and reputation among studio and network executives.

The Black List Launching Web Site That Tracks Most Popular Scripts in Real Time

Film executive Franklin Leonard has maintained The Black List for the past six years to champion hundreds of talented screenwriters and unproduced scripts. Well over 100 have gone on to win more than 20 Oscars and gross roughly $10 billion worldwide. Today Leonard expands The Black List by launching a website that tracks Hollywood’s most popular scripts in real time. Blcklst.com bases its info on polling hundreds of high level studio and production company executives who are directly involved in moviemaking. The subscriber-only web site ($20 a month) will expand the pool of movie professionals to include agents and directors who will identify the scripts they like best. Blcklst.com algorithms will sort them by a number of criteria: most popular, most popular comedies of the past week, month or whatever.

NBC Developing ‘Lesbo’ Comedy About Gay And Straight Female Best Friends

This is a title that will get attention: NBC has bought comedy pitch My Best Friend Is A Lesbo. The project, from Warner Bros TV and Josh Schwartz and Stephanie Savage’s studio-based Fake Empire, is about two best female friends — one straight, the other gay — who become roommates and help each other navigate life, love, and dating in Los Angeles.

In Suburb, Battle Goes Public on Bullying of Gay Students

ANOKA, Minn. — This sprawling suburban school system, much of it within Michele Bachmann’s Congressional district, is caught in the eye of one of the country’s hottest culture wars — how homosexuality should be discussed in the schools.

After years of harsh conflict between advocates for gay students and Christian conservatives, the issue was already highly charged here. Then in July, six students brought a lawsuit contending that school officials have failed to stop relentless antigay bullying and that a district policy requiring teachers to remain “neutral” on issues of sexual orientation has fostered oppressive silence and a corrosive stigma.
